SENATE CONCURRENT RESOLUTION NO. 22

Directing the Joint Committee on Government and Finance to make
a study of the overtime system for uniformed members of the
division of public safety.
Whereas, The division of public safety is an integral part
of law enforcement in the state of West Virginia; and
Whereas, Due to budget constraints, the personnel complement
of the division is not as large as could be desired; and
Whereas, Due to the unique role the division plays in law
enforcement in the state and the lack of desired number of
personnel, many members of the division are working a significant
amount of overtime; and
Whereas, The Legislature is desirous of formulating a system
of overtime payment for members of the division of public safety
which is both fair to the members and is consistent with
available funds; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby
directed to review, examine and study the current overtime pay
system for members of the division of public safety, possible
ways to improve the system and after consultation with thesuperintendent, the membership and other interested parties make
recommendations to the Legislature regarding the same; and, be it
Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 1994,
on its findings, conclusions and recommendations, together with
drafts and any legislation necessary to effectuate its
recommendations; and, be it
Further Resolved, That the expenses necessary to conduct
this study, to prepare a report and to draft necessary
legislation be paid from legislative appropriations to the Joint
Committee on Government and Finance.
